It occurred to me that one of the issues surrounding the clan fund of the Silver Drakes was that there was no clear view of how it should function, or what its purpose really was. I am going to lay out some thoughts I have about what *I* think, as a way of getting comments started, so we can have a plan that addresses the most points of view.
Everything that happens with clan money must be recorded.
First, as this was such an issue, is new membership fees. I see two points of view on this. First off, is that we can help new exiles, by paying up to half the cost of their joining. This would be to allow those who do not hunt a chance to enter. However, if an exile is on infrequently and newly enough to lack the funds, should they have the option of making a possibly poor decision on the clan they want to join?
The alternative is to not pay for any new members, as they should have enough time to accumulate the wealth on their own.
The clan fund is solely voluntary, and no member is required to donate any fixed sum or percentage of earnings.
All items and loans from the clan fund are to be repaid when the exile has sufficient funds. Payments to repay items should be marked as such, so as not to be taken as general donations. So the clan does not give you a Sunstone, so much as they lend you one until such time as you have repaid it, at which time it is yours.
Any clan activity can be (at the discretion of the treasurer) covered by the clan fund. So if we want a clan hunt of Fire Island, that money could come out of the clan fund. Generally, I see things that affect all members (or all present) as falling under this category, ie - buying some kegs to celebrate, dying everyone green for no good readon, and so forth.
Since major costs are items such as Sunstones, chains, purga pendants, greatsword, and these are to be repaid, the clan fund should grow constantly. This frees the clan to respond more quickly to immediate and sudden needs.
Another reason to have a substancial budget is that we could enact a policy of giving every new exile 20c (or whatever a reasonable amount is). This will both make us look good, and will probably put other clans to shame, causing them to do the same, which will ensure that new exiles can use the expensive library to their hearts content. They would also be able to purchase Short Swords, Daggers, clothing, or whatever else they needed.
I would like (eventually) for the clan to have an extra sunstone or two, after each member has one. These could be lent out if someone's Stone breaks, or for a new member. Also, the stones could be purchased at such time with the market is favorable, so we are not subject to supply and demand.
I would also like to see the clan fund interacting with the members, freeing us all up for fun, communal activities that would otherwise cost an individual more than they might like to pay.
Basically, I see the clan money pool as a giant slush fund to do all the helpful, random, needed, zany activities and services we would like.
