Ah! Finally something I can completely explain! (Bulleted for your convenience)

IC:
* The Peacetonians were originally intending to set up trade and travel routes with Puddleby
* They decided our town was too small and never showed up for an important diplomatic reception.
* When we grow some more, they might regain interest.

OOC:
* The Peaceton area, and all related areas (the ship, the surrounding waters) are complete. All scripts in, all monsters ready.
* Joe has decided not to let us go there until the Clan Lord community increases in size a bit, in other words, we need to give Puddleby a slightly higher population density.
