The other day I saw someone with negative karma in TC begging for money so he could pay his court fees and "leave the lands." At first I thought he ment he could not log off in the library, but later it occured to me that he might mean delete the character.
Is it the case that caracters with outstanding court fees cannot be deleted? If so, I have to say it is a nice touch.

Nice. I think they should do the same thing for negative karma.
Cuts down on the rate at which recognized snerts can delete their characters and start new ones to harrass people.

Naw, not negative karma.
What about legit evil characters that the clicker is through with?

Evil souls need to do their pennance. Besides, karma decays even in the library.

It might have gone down shortly after you left the library.
I have never lost a single Karma point in the library (if I had, I'd be down to about 5 GK now)
