I present this information to the benefit of the Wind Bureau of Investigation.
I was hunting LSWs in the Dunes with Terenas, and I stopped to interogate him. Ok, well, it came up in conversation which is about the same thing.
Apparently, scales, teeth, and blood can already be recovered simply by having sufficient Skea. He said that it required well over hundred to be able to accomplish this skinning. Here are the figures he gave me, as I remember them.
Scales = 100c - 160c
Teeth = 30c - 60c
Blood = He didn't know
I suppose that this makes the scales trainer no longer a mystery, but I would recommend a brief follow-up to ensure that Terenas was not mistaken.

some small thoughts about some mysteries:
The rose in the fringe area: just a pretty flower?
Yes, that is what I think. Flowers, usually, are there only for that... to make a place beautiful :-)
Arrowish: can ranged weapons be available?
I think that John Arrowish is only wishing something ("I wish we had some archers."), like some others people in town (Jack Gartstand says, "I wish people wouldn't lead monsters into town.").
Sylvan Scout: seems at this time to be a dead end
I think that the Sylvan Scout is there only to warn the new exiles: "Don't go there, it is dangerous". He does a good job!
Others mysteries:
Torgo (in north town):

The tunnel in the mushroom farm (in central town): possible to pass and fellow the underground river?

Maybe you can gain coins now for scales and stuff, and the future holds other uses for them like potions or items?

nothing but furs are currently skinable, skea ONLY teaches to skin FURS, there will be other trainers for other things.
