One of the functions of the Treasury is to fund the clan Investigations department. After a bit of discussion on the matter, I've decided on a clear and straightforward policy:
The Treasury will pay for reasonable expenditures of the clan Investigations department, and the clan will receive the results of said investigations.
By reasonable expenditures, I mean that we're not going to finance figuring out the exact chance of Sunstone wear by burning through 10 SS's each on exiles with 0 Mentus, 100 Mentus, and sharing or not with Mystics.
However, purchasing an anchor is a reasonable expenditure. Now, I've already screwed this up in two ways. First of all, I haven't been recording what has been bought for Investigations on the clan items area, and second of all, the Investigations leader has been paying for stuff out of his own pocket.
Should Phiros (or any replacement he may have) purchase something (reasonable) for a clan purpose, it is basically them loaning that money to the Treasury until the Treasury pays them back. This will also remove any ambiguity of ownership. Items will be Treasury possessions, under the custodianship of Investigations (and I'm sure as heck not getting stuck with carrying any of them, my inventory is plenty full as it is!).
So we owe Phiros what he paid for the anchor, and for anything else he's purchased within the 'reasonable' bracket.
